  18. <p>     When Union Carbide agreed last year to pay $470 million to
  19. compensate victims of the 1984 toxic-gas leak that killed more
  20. than 3,400 people in Bhopal, India, the company hoped it had
  21. put the world's worst industrial accident behind it. But after
  22. less than two months in office, the government of Prime
  23. Minister V.P. Singh last week disavowed the settlement. New
  24. Delhi said it would demand the $3 billion in damages that India
  25. originally sought and would seek to reinstate criminal charges
  26. against Union Carbide executives.
  27. </p>
  28. <p>     The Connecticut-based company called the settlement
  29. "extremely fair" and expressed confidence that it would survive
  30. the challenge. Experts on international law agreed that the
  31. settlement is likely to hold up. So far, victims of the Bhopal
  32. disaster have received none of the $470 million in damages
  33. because the Supreme Court has postponed distribution until it
  34. considers anti-settlement petitions filed by Indian groups.
